yes and no, this is an "official" release in europe, i.e. you can buy the dvd even on amazon.co.uk, but the original tape is coming from the NHK vault without authorization from the band, its management or record company. would say it's an "official bootleg", with a TV broadcast quality, not a cheap bootleg shot from the audience.

But somehow it's tolerated.
Like for example toto in yokohama or chile.
