You go around.... click on the grey scales beneath peoples avatars and icons of (beer, wine, whatever) in various threads
Brings up a menu
Asks... do you want to give positive/negative to this individual and you click the circle appropiate... Theres a comments box beneath that, leave a little message for them.
The User CP (Upper Left) lets you see the most recent comments and rep received. I believe it's bottom middle of the page.
Catch 22 ---- You can't just keep giving rep over and over again to the same person. You have to spread the wealth!

Part 2 - what the hell are these rep points useful for...
Well... according to the link I read, if enough people find your posts helpful or think you did something beneficial for G101, they can bestow positive rep points on you. These translate into things like having a G101 Mentor box over your name and other things like that.
Basically mind your P's & Q's, contribute positively to this community and help others and bring new members along and the reputation points kind of act as gauge of what others think of you and enough positives will give you some rewards within this community.

Click on Edit Profile Pic (6-7 link down)
Either point it to the URL or upload your own image.
