I want better speed as well as control in both my pick hand and my fret hand. What should i do to build this up? if i can do this, id probly become much better than i am. any suggestions would be greatly appreciated. thanks for your time.

try practising chromatic and scale sequences (check out paul gilbert's exercises)... also its very important to practise "playing with feel" as well... try playing certain things to evoke certain moods.
good luck

also you should check out the racer x song: scarified
paul gilbert's playing there is really cool. its a good exercise in picking and string skipping.. also some sweeps.. take things slowly at first, then after you're comfortable playing it, speed it up a little....
and i highly recommend practising to a metronome or a drum machine
