The file formats .BUP, .VOB, & .IFO are ripped DVD files. They are not like you typical mpeg of avi formats, and rather than being just the video, these contains several streams multiplexed together. (Meaning Video, Audio and sometimes subtitles, all encoded into this one file/s.)
Basically, there just DVD files and can be reauthored and burned using programs such as DVD Shrink. But... seeing as how this topic of discussion is often related, I guess I should probably stop there.
