How do you properly attach files to a post? I read the instructions

"Attaching Files
I have enabled posting through the board again. When you post, on the bottom of the page make sure the I want to preview my post and/or attach a file is checked and then click Continue it will then take you to the next page where you can upload your file."

but I get no such option to "check" a preview post/attach file box.

Any help is appreciated.
