sinners swing is on a distinguished road

I noticed alot of the stuff people post around here are in mp3 format obviously but I also noticed you're using mpeg 2 layer 3 to reduce the size of the file. What's a good free program that does this? The program I use dbpower amp only does mpeg 1 layer 3 using Lame 3.92.
