nope, that's referred to as "drop-D".
and open D is not merely tuning each string a whole tone down, open D would mean that the *open* strings form a D chord (hence the name)... open G is quite common (of
Keith Richards fame) for slide, for instance.
what Motley Crue do is tune down a whole tone, so the 6th and 1st strings are D rather than E. Not sure what that tuning is called, or whether it has a special name... but it surely isn't drop-D or open-D
