I was thinking the exact same thing! I saw a special on PBS where Mayer was playing blues with another old time bluesman, I think it was Buddy Guy. Man, I was like, "Who knew Mayer was that good!"
He seriously is highly underrated, but the ironic thing about him is, I think he prefers it that way. Almost like he wants to be known more for his vocal and lyrical abilities.

Neil Young not under rated IMO. If you lived in the 70's I'd say you would have realized back then that he was a great guitarest. Today??? He's still more talented than most of the others with that style.

Marty Friedman... he gets some recognition for his work with megadeath, but he kind of gets lost in the shuffle or something. I think he's probably the best of the shrapnel label, post Malmsteen, shred guitarists.
Vivian Campbell... For a good example, check out his work on dio's holy diver album... Particularly the solo on don't talk to strangers...
Also, Steve morse and Steve Howe, two guys that got a lot of recognition back in the day, but it seems like they are a little overlooked these days.

Richie Sambora. Often overlooked but has written some amazing riffs and produced some quality solos. Also written some cool acoustic stuff (The Answer) and has a great voice too.
